TIVERTON PARISH NEWS

APRIL 2002

Chairman’s Letter

The Parish Council has had a busy period during the first three months of 2002.  The introduction of the new Code of Conduct for Parish Councillors should be adopted in May.

Tiverton will soon see through traffic disruption, due to road repairs, work on overhead powerlines and street lighting, but this is a small price to pay for improvement.

The new Parish Council Notice Board has arrived and will be installed shortly.

An additional letter outlining village activities for the Jubilee Day in June is enclosed.  Let us make this important Royal milestone a local day to remember.

The next Parish Council meeting is on Tuesday April 9th at 7.30pm in the Village Hall.  If you have any concerns please contact a Parish Councillor or attend the open forum.

Tiverton Homewatch

It is apparent from a comment made at the last Parish Council that some of you may not be aware of the structure and organisation of the local Homewatch scheme. The village is split into a number of zones, each with a zonal coordinator, and an area coordinator is responsible for the village and who is the chief interface with the police. Each zone comprises of from between 10-15 houses, and each of those houses is, if possible, in line of sight of the zonal coordinator's house. Obviously this is not always possible due to the geography of the zone. If and when an appropriate incident occurs the area coordinator contacts the zonal coordinators and alerts them to the situation, they in turn notify all the residents in their zone. The coordinators also contact each other in a cascade fashion to ensure that an immediate alert is quickly passed through the village to, say, possibly apprehend any miscreant or at least ensure that we are all aware that certain persons are trying to enter or examine properties by various ruses. (It should be noted however that certain sections of the village elected not to join the village homewatch when it was reconstituted some 3+ years ago, and that some parts are also not covered because no coordinators could be found, and Tiverton Heath is in another homewatch scheme). However it is expected that local residents will pass on any appropriate information relative to a suspected incident to the police in the first instance and then to their coordinator so that we can all be alerted. You should be aware that the Crime and Disorder act requires that the local Parish Council and the local residents take action to curb wrong doings or anti social behaviour, as well as notifying the police. This incidentally also applies to anti social behaviour in the form of loud overnight noise. The village homewatch and parish councillors regularly attend the Chester Division Police Forums, and the South Chester District Local Panel where the police have to answer quite probing questions on their policing policy. I was a founder member of the Blue Lamp Campaign that was formed to improve Police coverage of the villages in our local area. The Campaign lobbied the Police, the local press and our local M.P. The surrounding villages were all represented on the Campaign and many local City District and County Councillors were members. The Homewatch is a part of the Parish Council and is responsible to that body. Meanwhile crime continues, and the latest ploy is to "hook" car keys from say a hall table, by passing a cane through the letter box and sliding them out though that opening. So beware keep all keys, wallets and handbags out of sight at all times. As a timely reminder, look after you property, report all thefts and suspicious happenings to the police, and get an incident number, and tell your coordinator. Most importantly let you neighbour know when you are going away. The Chester Division of the police do issue a crime report on a regular basis which is extremely useful and if you are on e-mail you can get onto their address list by contacting D.C. Phil Topliss at Mickle Trafford Police station.

Golden Jubilee Celebrations on Monday 3rd June

Plans for the Village Fun Day are progressing well.  Following tradition the Hockey Club have kindly volunteered the use of the unfenced area of their field and of the toilets and probably the bar facilities.  We have Chris Cox to thank for these arrangements and also for taking on the task of organising the fun sports on the day which we anticipate will cater for all ages, including five a side football, rounders, tug of war, welly flings and races of all kinds.  If anyone has further suggestions please let us know as soon as possible and of course Chris will need masses of help on the day.  Volunteers please beforehand.

For the very young we have a bouncy castle and a ball pool and again will need volunteers to supervise.  Any ideas for stalls? We have a tombola in hand, for which donations prior to the day will be very welcome but would also appreciate more ideas for fun stalls.  A barbecue will be operating for some time on the day. A hand made crown competition (must be worn on parade for judging) for children and adults will probably open the day at 12 noon to avoid damage later when the sports get going!

For the children there will be a party in the Village Hall from 4.00 – 5.30pm (help again please) and of course any visiting children and Mums and Dads will be very welcome. So the grown ups will not feel left out a social evening dancing to “The Kads” Dance Band (no bar – bring your own drinks) will be held from 8.30pm to 12.00 in the Village Hall.  Admission will be by ticket in advance as space is limited, cost is a very reasonable 3 per person, so reserve your place now!

We have applied for a grant towards costs, but so has everyone else, so we do need to raise a little cash.  We are printing numbered programs of events and will be visiting each house before the day to offer them at 50p each.  There will be a good prize for the lucky number drawn on the day.  Your support will be appreciated.

Each person up to and including 16 years of age will receive a very pretty china commemorative plaque which we are having made locally (so they will be fairly unique).  These will be issued prior to the day so if any child. has been overlooked please let us know.  We will probably take these with us as we go round with the lucky number programs. We meet again on April17th at 8pm in the Village Hall, so if you would like to join us or have suggestions to make or would like to help on the day you will be very welcome.  Let’s make it a day to remember!
