Minutes of Tiverton & Tilstone Fearnall Parish Meeting held in the Village Hall, Tiverton, Cheshire on 14th September 2004
PRESENT:- Councillors Cheshire, Evans, Marshall, Povall, Scott, Wright, City Councillor Haynes, County Councillor Moore-Dutton
ALSO PRESENT:- Approx 20 members of the public
APOLOGIES:- Councillor Thorne, Councillor Wright Councillor Wake, Councillor Farrall and Councillor Jones
OPEN FORUM:- Councillor Cheshire explained that a planning
application for 2 Townfield lane from had been
received The proposal is for redevelopment to provide 3 dwellings. There were a lot of objections to the
planning application expressed during the open forum. These views will be submitted to the planning authority. Action Councillor
Cheshire.
A complaint was received from the general public regarding a tree in
Pudding Lane. The tree was overhanging
the road and in a dangerous condition.
The tree required inspection. Action Cathy Day

Minutes of the meeting held on 13th July 2004
It was RESOLVED to approve the minutes of the meeting held on 13th July 2004 as a correct record.
Matters
arising from the meeting held on the 13th July 2004
1. There is no funding this year from the county to replace Tiverton and Tilstone Fearnall village signs however Ann Lancaster has verbally indicated that she could arrange the repainting of the signs. This will last 1 year and we can apply for funding through the Rural South Area Committee for next year. Action Cathy Day and next year funding action Councillor Povall/Farrall
2.
A second letter has been written to
the Royal mail asking for an explanation regarding the late postal deliveries
in Huxley lane no response has been received.
It was suggested to write to the head office in Crewe. Action Cathy Day.
3.
A confirmation has been received from
the planning office indicating that the planning application for a covered
seating area at the Shady oak has been refused.
4.
Councillor
Cheshire has contacted Deeside Ramblers regarding the Village Day.
5.
A Christmas dance
will take place on the 4th December 2004.
6.
Council
Cheshire has passed the application for Rural South area funding to Dr Armitage
who is progressing completion.
7.
Councillor
Farrall will give an update of the appearance of the Church yard during our
next meeting.
8.
Owing to the
limited use, the recycling company will not provide a new green bottle bank at
the Shady Oak site. However, they will
attach stickers to the brown recycling bin indicating that it can be used for
green and brown glass.
Home watch
Roger Blake gave a report of the reported incidents. Most incidents occurred outside the Parish area with the exception of the theft/deception in the Beeston shop. It is suspected that 2 youths took some money from the till. This has been reported to shops and pubs in surrounding area. It was agreed that the next newsletter would include some hints on safety to limit crime. It was also agreed that if a crime took place in the Parish Council’s area then the details would be put on the public notice board.
Beeston
Area Transport needs assessment
Councillor Marshall reported that following the meeting with Councillor Roy Cartlidge
And Councillor Brian Dykes of Crewe and Nantwich B.C., Councillor Cartlidge is now
asking through Crewe and Nantwich Capital Investment Strategy for £21000 to
promote the re-opening of Beeston Station.
Councillors Marshall and Scott will be putting a motion before the Annual General
Meeting of the Cheshire Association of Town and Parish Councils asking for
the Associations support for the station reopening at the meeting to be held
on September 23 2004.
Councillor Marshall has applied to the Strategic Rail Authority for a copy of
their new publication "New Stations - A Guide for Promoters".
Parish Plan
Councillor Scott gave a report on progress. Over 50% of questionnaires were completed. It is intended to hold an Open Morning in October/November to present the direction of the plan to the residents. Additionally, a report will be included in the October Parish Newsletter.
Highway
issues
Councillor Marshall asked if anti-skid surface could be installed at the A49/ Huxley Lane junction. It was felt that if we accepted this we would not get the widening scheme and therefore we should press for completion of the full scheme. Action Councillor Cheshire
Correspondence
It was agreed to circulate the correspondence and return it to the Parish Clerk within a period of 1 week. . Action Cathy Day
The Parish Partnership, reception at the Town Hall, 27th October. All Councillors would like to attend. Further invitations requests required. Action Cathy Day
Chester City council are reviewing the double taxation issue. A request has been made to send the Parish Accounts to the city council. Action Cathy Day.
Chairman of Cheshire City Council has invited Parish Councilors to a network meeting at Bishop Heber School on 14th October 2004. Council Cheshire will attend.
Chester Rural South Area Committee meeting to be held on the 30th September 2004. Councillor Farrall and Povall will attend.
Finances
The Parish’s accounts have been audited by our auditor and approved. We will do a review of our finances against budget during next meeting.

House, Lodge Lane, conservatory. No

2. Fox Cottage, Huxley Lane, Extension to provide disabled facilities. No comments. Action Cathy Day
3. Shady oak, Mill lane, paddock to mooring basin. No comment. Action Cathy Day
4.
Redevelopment of 2
Townfield Lane to provide 3 dwellings.
Not approved. It was agreed that
all the points rose by the Councillors and residents would be combined into a
letter to the Planning Department raising strong objections to this
