Minutes of Tiverton & Tilstone Fearnall Parish Meeting held in the Village Hall, Tiverton, Cheshire on 16th November 2004.
PRESENT:- Councillors Cheshire, Evans, Marshall, Povall, Scott, Wright, Farrall, City Councillor Jones and County Councillor Moore-Dutton
ALSO PRESENT:- 4 members of the public, Temporary Parish Clerk Deputy Mark Day

OPEN FORUM:- Councillor Cheshire explained that the planning
application for 2 Townfield lane had not been declined or accepted. Action Councillor
Cheshire to contact City councillor Doug Haynes
Action Cathy Day to send original comments regarding
planning application to City Councillor Mike Jones
Dr Armitage asked for council’s response to Property extension in
Pudding Lane. Action

Minutes of the meeting held on 14th September 2004
It was RESOLVED to approve the minutes of the meeting held on 14th September 2004 as a correct record.
Matters
arising from the meeting held on the 14thh September 2004
1. Ann Lancaster has verbally indicated that she could arrange the repainting of the Village signs. Action: Cathy Day to organise the re-painting.
2.
A letter has been written to the
Chairman, Mr Allan Leighton of Royal Mail asking for an explanation regarding
the late postal deliveries in Huxley lane.
No formal response has been received although the letter has been
acknowledged. Information was given via
the telephone to the Parish Clerk by the Royal Mail customer services group,
They indicated delivery completion time is not specified and there is no time
scale which they are obliged to delivery ordinary mail, whether it be first or
second class.. Action: Cathy Day to expedite a written
response with the Royal Mail.
3.
Councillor Cheshire has been pressing for the A49 widening
scheme. 12 serious accidents in the
last 12 months along this stretch of road.
Highways Dept have committed to provide costings. Action: Councillor Cheshire to continue progressing this
issue.
4.
Regarding
the Double Taxation the City County Council have put an action plan in place
for 1.04.2005
5.
Councillor Scott attended network
meeting at Bishop Heber School on 14th October 2004. During the meeting Quality
Status Parishes were discussed It was agreed that each Councillor is to read
the Quality Status booklet and to assess if this Quality certification would be
beneficial for the Parish of Tiverton and Tilstone Fearnall. Action all Councillors. To read quality booklet. Cathy to
speak with Tattenhall Parish Council who have started the Quality status
process 12 months ago

Cathy Day has
been researching grant/aid funding for the Parish Church at Tilstone
Fearnall. Action:
Cathy will provide update next meeting
Home watch
Roger Blake gave a report of the reported incidents. All incidents occurred outside the Parish area. It was reaffirmed that incidents within the parish would be posted on the notice board and home watch coordinators informed.
Beeston
Area Transport needs assessment
Councillor Marshall and Scott attended the Meeting of the Cheshire Association of Town and Parish Councils. The association supported the proposal of reopening of the Beeston Station.
Councillor
Marshall has written a submission to the Cheshire New Local Transport plan 2006
– 2011. The Submission contains
Tiverton and Tilstone Fearnall Parish Council’s support for the re-opening of
Beeston Castle and Tarporley Railway Station.
It is also proposed to create a Bus/Rail interchange at the station
establishment, a local bus interchange on the A41 at Broxton (to link the
Peckforton Hills villages with the A41 Rider service) and on the A534 at
Bickerton. Additionally an interchange
is also required on the A49/A51 in the Tarporley area. Action: Submission
supporting evidence and form to be sent by Councillor Cheshire.
Parish Plan
Councillor
Scott gave a report on progress.
Results of Questionnaire on Parish Website. Discussion groups finialised.
3 groups report to Steering Committee.
Parish plan draft to be completed by February 2005 and launched by April
2005. A Parish Plan process flow has been developed. Action Councillor Scott to work with Dr
Armitage to put onto the Parish Web-Page.
Councillor Povall suggested creating a “Social Group” to
encourage community dances and entertainments.
It was suggested that councilor Povall put suggestion to the community
discussion groups.

A letter of resignation was received from Councillor Marshall with effect from May 2005. Councillor Marshall is prepared to continue to be the Parish Councils representative for the Local Transport Plan at least until July.
Councillor Wake has resigned from the Parish Council with immediate affect.
Councillor Thorne has resigned from the Parish Council with immediate effect.
The Chairman
expressed the thanks of the council for the contribution of Councillors Wake,
Thorne during their time as councilors. Action: Councillor Cheshire to look for 2
new councilors and Cathy Day to contact the Cheshire Country Council to arrange
notices.
No escape ladder from Beeston Lock. Action Cathy Day to
write to British Waterways
Councillor Farrall brought up the issue of dog-waste bins
at the recent Parish Reception and the City council have promised to provide
information. Action Councillor Farrall
Councillor Marshall indicated that some street lighting was
obstructed by trees. Action Councillor Cheshire to put issue in
the next Parish newsletter.
