Minutes of Tiverton & Tilstone Fearnall Parish Meeting held in the Village Hall, Tiverton, Cheshire on 13th July 2004.

 

PRESENT:- Councillors Cheshire, Evans, Farrall, Marshall, Povall, Scott, Wright, Wake, City Councillor Jones

 

APOLOGIES:- Councillor Thorne, Councillor Wright and Councillor Haynes

 

New parish Clerk - The appointment of Cathy Day was agreed by the Councillors

 

Minutes of the meeting held on 11th May 2004

It was RESOLVED to approve the minutes of the meeting held on 11th May 2004 as a correct record.

 

MATTERS ARISING FROM THE MEETING HELD ON 11thH May 2004

1.      Bin on A49 lay by has been repaired

2.      The local parish will need to pay for a new bin with a restrictive opening to prevent     dogs from opening the bins.  The Street orderly is emptying the bins more frequently.

3.   The sign at Pudding Lane has been replaced

4.      The County Council has indicated that there may be some grant funding for the Tilstone Fearnall village sign also it was suggested to contact Linda Mulligan. Action Cathy Day

5.      United Utilities have replaced the track to the treatment works.

6.      Grass at Red hill had been cut

7.      Currently railings at Pudding Lane/Crib lane will not be painted due to “Lack of |resources at the City Council”.

8.      Delivery of Royal mail seemed to be slightly better.  We still await a response to correspondence. – Action Cathy Day

 

Home Watch

Roger Blake gave a report of the reported incidents occurring within the area.  Most incidents occurred outside the Parish area with the exception of the theft/deception in Tiverton.   A man posing as a Tree Surgeon forcible removed money from a local man’s possession. 

Additionally it was expressed we should be aware that there was a bogus Water Official reported in Malpas and residents of Tiverton need to be extra vigilant when dealing with all trades people and service providers.

 

It was agreed that Roger Blake should organise a cascading system of communication with the village home watch team. This can be organised by using E-mail or telephone for reporting incidents.

 

Planning Applications

Shady Oak had a retrospective planning application for an under-covered seating area. It was agreed to write to the planning office and express concern that it is retrospective and the construction is not in keeping with the surroundings. It would also be stated that the Parish Council would be in favour of an extension to the facilities but in the right style. Action Cathy Day

 

Beeston area transport needs assessment

Councillor Marshall is planning to have a meeting with Councillor Roy Cartlidge, (who has been campaigning for the re-opening of the Beeston station from the Nantwich and Crewe side) Councillor Doug Haynes, and George Bramall of Burwardsley on the 10th August 2004.

 

Parish Plan

The final date for return of questionnaires is 28 July. All feedback will be reviewed and reported in the summer newsletter.

 

 

Tiverton Village Day and other Social events

It was agreed that the Tiverton Village Day, despite the weather, was successful.  A donation of £100.00 was given to Tarporley Cottage Hospital.  It was agreed that the organisation of next year’s event would commence sooner.  Action Councillor Povall and Councillor Cheshire.

 

The Barn Dance organised for the Sat 28 August (Bank Holiday Weekend) will be £7.50 per ticket.  The band and the caller are booked.  The local village shop will organise the Barbeque.

 

It is uncertain if a Christmas event will be organised this will discussed during our next Parish meeting. Action Councillor Cheshire.

 

Rural south Area meeting

Councillor Farrall and Councillor Povall attended the Rural South Area meeting.  It was explained that the committee funds village projects.  Although most of the funding had been consumed for this year there was some funding opportunities..

All the councilors agreed that Tiverton and Tilstone Fearnall would benefit from extra funding.  Ideas generated,

Correspondence

Councillor Povall has had funding granted for a sign for Castle View.  A sign is in the process of being chosen.

BT £51.73 for Tiverton Village Hall

Armitage systems £148.82 for printing questionnaire and Parish newsletter.

Accounts for deposit

£4.47 commission for ice cream sales at Village day

 

Any other business

Councillor Cheshire proposed that he and the Street Orderly could cut the grass in Tiverton Village – there would be no charge from Councillor Cheshire’s for his services.  The Councillor’s voted in agreement with the proposal. The contract with Sodexho Land Technology would not be renewed.  It was noted that Councillor Povall did feel that some expenses should be claimed by Councillor Cheshire for the use of his equipment, petrol etc.

 

Agreement was received to reinstate the circulation of plan applications received between Parish Council Meetings and requiring response before the next Meeting by using Councillor Wake as the primary distributor. Action Councillor Wake

 

Regarding the appearance of the Church yard at Tilstone Fearnall Councillor Farrall is awaiting a response to her letter.  Action Councillor Farrall

 

One of the Bottle Banks (believed to be the green bank) is missing from the Shady Oak site. Action Cathy Day

 

Councillors were informed of the “ Sandstone Villages Project”.  This project will assist the Parish Halls find funding.  It was noted that this project will appoint a Development Officer and Dr Armitage will be on the Steering committee.
