TIVERTON & TILSTONE FEARNALL PARISH COUNCIL

 

Minutes of Tiverton & Tilstone Fearnall Parish Meeting held in the Village Hall, Tiverton, Cheshire on 11th January 2004.

 

PRESENT:- Councillors Cheshire, Evans, Marshall, Povall, Scott, Wright, City Councillors Jones, Councillor Haynes and County Councillor Moore-Dutton

ALSO PRESENT:- Approx 10 members of the public

APOLOGIES:- Councillor Farrall

 

OPEN FORUM:- Councillor Cheshire gave a summary of the history of telecommunication masks planning application made within the Parish. He informed the attendees that planning application had been granted for Bank View farm but it seems that this site is not the preferred site for the mobile telephone company and consequently they have resubmitted a planning applications for a telecommunication mask at the Tiverton Hockey Club.  The Parish Council have received strong objections from the residents regarding this application.  The objections have been documented and a letter has been sent to the planning office.

During the Open Forum it was decided that Councillor Cheshire would send a second letter to the planning office providing the NRPB statement and thus enforcing the argument that this site is unacceptable.  Action Councillor Cheshire

It was felt that there was an unreasonable timeframe allocated to the planning application and no consideration given for the Christmas holiday period. Councillor Mike Jones will arrange a meeting with the City planning officer Andy Farrell and Councillor Cheshire to discuss the planning application.

 

Councillor Scott proposed to keep the Village Web page this was seconded by Councillor Marshall – and all were in agreement.  RESOLVED Village Web page is continued for another year.

 

 

Minutes of the meeting held on 16th November 2004

It was RESOLVED to approve the minutes of the meeting held on 14th September 2004 as a correct record.

 

Matters arising from the meeting held on the 16thh November 2004

1.      Cathy Day has given Ann Lancaster the location of the village signs to be repainted.    Action: Cathy will continue to progress.

2.      Reply received from Royal mail this has been circulated to Councillors

3.      Cathy Day has contacted the Tattenhall Parish Clerk and they are not considering the Quality Status due to the time required and investment. It was agreed that the codes of practices could be taken from the quality booklet and where possible implemented in the Parish.  Councillor Scott to investigate this and suggest recommendations if required. 

4.      Councillor Povall has given the grant forms to St Judes Church for ground maintenance.

5.      Councillor Cheshire sent Beeston Area Transform submission of supporting evidence.

6.      Parish Plan process flow has been posted onto the Parish Web-page.

7.      Hole in the road near the Red Fox traffic lights has been repaired.

8.      Galloway cottage – original planning application to included cottage demolished to improve view.  Councillor Jones will take this issue to the planning office

9.      Notices arranged for the vacancies of the 2 councillors.

10.  Letter written to the British waterways – Cathy Day to progress response

11.  Dog Waste bins - Update to be given during next meeting Councillor Farrall

12.  Newsletter will be sent during January – Councillor Cheshire to indicate some street lighting obstructed by trees.

 

Home watch

Councillor Marshall gave a report. The rural police officer has promised to provide an increased presence for Tiverton and Tilstone Fearnall. Home watch has increased to include some areas of Tiverton Heath and Tilstone Bank. Councillor Jones indicated that during the next 6 months there will be a rethink of the rural policing.

 

 

Beeston Area Transport needs assessment

No update.

 

Parish Plan

Councillor Scott gave a report on progress.   3 groups report to Steering Committee. Groups are putting together the action plan.  Parish plan draft to be completed by February 2005 and launched by April 2005. Communicating with Angela Simpson at every stage

 

Highway issues

None.

 

Emergency agenda item:  Precept for 2005

Councillor Marshall proposed to keep the precept the same amount as 04 this was seconded by Councillor Scott – and all were in agreement.  RESOLVED precept will remain the same.

Village events committee

It was agreed to ask for support in this matter in the next newsletter.  Action Councillor Cheshire

In order to start organising the upcoming Village Day it was agreed to have a sub group meeting (Councillor Cheshire, Povall, Scott and Cathy Day) who will meet on the 22nd January 05 10.30 am at the Old Post Office to commence the organising.

Any other Business

Wind Turbine development at Oxheys Farm near Eaton.  Action Councillor Evans to attend and provide update during next meeting.

Beeston reclamation yard burning rubbish – Action Cathy Day to report this to Andrew Needham.

The Huxley Lane road surface it believed to be inadequate – particularly bad towards Huxley where there are several potholes, it was felt that the road surface was not suitable for the milk vehicles and several residents had reported their houses shaking.  Action Cathy Day to report concerns to Andrew Needham. Also Councillor Haynes will with raise the matter of the rural roads conditions during the next County Council meeting.

Village had not been issued with refuse dates for calendar 05.  Action Cathy Day to ring waste department and request a copy for residents

The issue of the village having wheely bins was brought up.  This suggestion has been previously rejected on the grounds that some of the village houses being too close to the edge of the road for the collection to be conducted safely.
