Minutes of Tiverton & Tilstone Fearnall Annual Parish Meeting held in the Village Hall, Tiverton, Cheshire on 11th May 2004.

 

PRESENT:- Councillors Cheshire, Evans, Farrall, Marshall, Povall, Scott, Wright, Wake, ALSO PRESENT:- Approx 15 members of the public

APOLOGIES:- Councillor Thorne, City Councillor Haynes , City Councillor Jones

 

OPEN FORUM:- Councillor Cheshire explained that a planning application from Orange for a telecommunications mast on the Deeside Ramblers Hockey field had been received.  Residents expressed the following concerns:-

The tree adjacent to the proposed site has a preservation order on it that will increase the owners insurance premium. 

The tennants at Bank Farm where a mast already has planning permission were unaware that negotiations had broken down.

Proximity to large number of homes. 

Great concern over health uncertainties and would want a mast away from homes on a precationary principle.

Concern that Parish Council had not been notified during pre application consultation.

Councillor Cheshire stated that all these comments would be put forward in the Parish Councils observations to the Planning Department.

Concern that another mast was being proposed by O2 at Beeston Gate Farm on the A49

Mrs Collier thanked Councillor Marshall for his endeavours inaddressing the horrendous parking problems caused by the bank holiday markets at Beeston.

 

It was noted that Huxley Lane is to be surface treated over the next few days.

 

Concern was expressed about the lateness of the mail deliveries recently.

 

VILLAGE HALL REPORT:- Chairman of the Village Hall committee Dr S. Armitage reported that the AGM had been held in April and accounts were suplied to the Parish Council, these showed that the village hall was breaking even except for the redecoration costs.  The Charity Commission has agreed to act as Trustees of the land. The Village Hall has received a community chest grant to redo the electrics.  There is an ongoing issue regarding disabled access.  A project has been approved but now require a project manager to take control of the programme to put in more shallower steps, better handrails and possible lighting. 

 

VILLAGE VILLAGE DAY REPORT:- Councillor Povall reported that she has booked some entertainment for the event on 26th June, the sports will take place and Councillor Wright has kindly offered to arrange the refreshments.  The programme now needed printing and selling and more people are needed to help.

 

TIVERTON FOOTPATH GUIDE REPORT:- Dr Armitage explained that the Parish Council has received £1700 Leader+ funding to produce a local footpath map and provide a notice board with details.  The guide is now on sale and a noticeboard erected on the Smithy Green.

ELECTION OF CHAIRMAN:- Councillor Wright proposed Councillor Cheshire be chairman for the ensuing year, seconded by Councillor Povall, all agreed. RESOLVED Councillor Cheshire is Chairman of the Parish Council.

 

ELECTION OF VICE CHAIRMAN:- Councillor Marshall proposed that Councillor Scott be Vice Chairman, this was seconded by Councillor Povall and all were in agreement.  RESOLVED Councillor Scott be Vice Chairman for Tiverton & Tilstone Fearnall Parish Council.

 

MINUTES OF THE MEETING HELD ON 9TH MARCH 2004:- It was RESOLVED to approve the minutes of the meeting held on 18th March 2003 as a correct record.

 

MATTERS ARISING FROM THE MEETING HELD ON 9TH MARCH 2004:-

1.      Street Orderly Harold With has been appointed and is doing a good job, with things already improving.

2.      Bin on A49 layby still needs repairing ACTION CLARE GREGORY

3.      Enquire regarding restricted openings to prevent dogs emptying the bins. ACTION CLARE GREGORY

4.      The sign at Pudding Lane has still not been replaced. ACTION CLARE GREGORY

5.      United Utilities have still not redone the track to the treatment works. ACTION COUNCILLOR WAKE

 

PLANNING APPLICATIONS:- new dwelling at Thornfield Acre – no objections

Barn conversion at Sunnyside Farm – no objections

 

APPROVAL OF ACCOUNTS FOR YEAR END 31st MARCH 2003:- RESOLVED to approve accounts for year end 31st March 2003.

 

BEESTON AREA TRANSPORT NEEDS ASSESSMENT:- Councillor Marshall reported that the next stage was to ensure County Councillor support for the project and as such had written to Councillor Moore-Dutton.  Councillor Marshall went on to comment on the Draft Deposit Structure Plan and that the Parish Council should make comments regarding the support of Beeston Station being reopened and the reorganisation of bus routes with hub systems.  The council also offers support to the recycling of waste and use of brownfield sites. ACTION CLARE GREGORY

 

 

PARISH PLAN:- Councillor Scott reported that theHistory Day had been very successful with over 200 people attending. She thanked Councillor Povall for doing refreshments which raised £75 for the Village Hall.  Those attending completed a small questionnaire – the answers to which will form the basis of the larger survey currently being put together.  Help will be needed in delivering and collecting these before the final report can be published.  Another Parish Plan newsletter will be published prior to the questionnaire being issued.

 

HIGHWAYS ISSUES:- Village name signs for Tilstone Fearnall will be requested. ACTION Clare Gregory.  The clerk reported that the County Council will repair the fence on the triangle by the A49. Concern was expressed about lorries that are too high having to turn at this point. ACTION COUNCILLOR CHESHIRE

 

HOMEWATCH & POLICE REPORT:- Roger Blake has been appointed as the homewatch coordinator.  A bike had been stolen from outside the village hall, this was later recovered in Bunbury.  Councillor Marshall and Councillor Evans reported on a meeting held to discuss the activities of Sedgemoor College and their house at Alprham.  At present planning permission is not required as they claim to be a family – this is being questioned by Stephen O’Brien MP.

 

CORRESPONDENCE:- Councillor Povall to apply for grant funding from Area Committee to provide signs for Castle View and Post Office Row. ACTION COUNCILLOR POVALL

ANY OTHER BUSINESS:-

1.      Councillor Farrall asked if the Parish Council should consider donating more to the cost of maintaining the churchyard at St Judes, it was agreed that the current donation of £250 was enough.

2.      Councillor Thorne had enquired about cutting the grass at Redhill and the possibility of painting the remaing railings at the Pudding Lane / Crib Lane junction. ACTION CLARE GREGORY

3.      Concern regarding lateness of mail delivery on Huxley Lane. ACTION CLARE GREGORY

 

DATE AND TIME OF NEXT MEETING:- It was RESOLVED that the next meeting take place on Tuesday 11th July  and 7.30pm in Tiverton Village Hall.

 

 

Planning Application

Telecommunications mast at Deeside Ramblers Hockey Club – The council put forward the objections raised earlier in the evening by residents together with strong concern that the council had not been informed during the pre application consultation process and the fact that there is preexisting consent at Bank Farm.
