Minutes of the
Tiverton Annual Parish Meeting held in the Village Hall, Tiverton,
PRESENT:- Councillors Cheshire, Farrall, Marshall, Povall, Scott, Wright, City Councillor Haynes, County Councillor Moore-Dutton ALSO PRESENT:- Approx 15 members of the public
APOLOGIES:- Councillor Pilgrem Councillor Turner and City Councillor Jones
OPEN FORUM:- Councillor Cheshire explained that PC G Davies was a planning to attend the meeting but owing to an unexpected work commitment was unable to be present during the open forum
Several concerns were highlighted by members of the public prior to PC Geraint’s arrival.
1. Beeston shop – It was felt that felt that continued Policing presence was necessary.
2. Vehicles being tampered with whilst parked in the village.
PC Jones arrived later in the meeting and discussed the problems raised.The persons suspected of causing the problems are subject to ongoing investigation and court prosecutions. PC G Davies is in contact with the shop owner. From Mid June/July rural Policing will be taking on a more community policing role. PC Jones gave his apologies to the general public and Home Watch group for not being available at the designated time and suggested a further meeting be organised at which he could attend.
Other matters addressed in the Open Forum included home watch and police report provided by Roger Blake. Chester Zoo is being targeted for vehicle theft.
White van with partial number plate Y26G should be reported if seen.
Councillor Cheshire was asked the outcome of his meeting with Chester City council planning department. He reported that the County planning department agreed that current communication procedure for Mast applications was vulnerable. It was agreed that a checklist would be developed in order to ensure all appropriate parties are informed accordingly.
Dr Steve Armitage reported upon the Parish Web and suggested a page for items for sale. The proposal was
considered a good idea – action S Armitage
The Parish
Council noted that Mike Jones in his new role as Mayor would not be available
to attend Parish Council meetings in the next year. Congratulations would be
sent out to him for his new role – Action Councillor Cheshire
VILLAGE HALL REPORT:- Chairman
of the Village Hall committee Dr S. Armitage reported that the AGM had been
held in April and accounts were supplied to the Parish Council. These showed
that the village hall was breaking even.
It was highlighted that a cleaner was required and this would need to be
advertised in the next newsletter.

VILLAGE DAY REPORT:- Councillor Povall reported that the event last year, despite some bad weather raised £527.29. Event will be repeated on the 16th July. This year there is a committee of people supporting the event.

APOLOGIES:- Councillor Pilgrem Councillor Turner and City Councillor Jones
ELECTION OF CHAIRMAN:- Councillor Marshall proposed Councillor Scott to be chairman, seconded by Councillor Povall; all agreed. RESOLVED Councillor Scott is Chairman of the Parish Council.
ELECTION OF VICE CHAIRMAN:- In the absence of Councillors Turner and Pilgrem it was proposed to postpone this agenda item until the next meeting. All were in agreement.
MINUTES OF THE MEETING HELD ON 8t h March and 22nd March It was RESOLVED to approve the minutes of the meeting held on 8t h March and 22nd March as a correct record.
MATTERS ARISING FROM THE MEETING HELD ON 8TH MARCH 2004:-
1.
Galloway
cottage – original planning application to included cottage demolished to
improve view. Forward e mail

Farrall indicated that we are on the waiting list.

The annual fee for the
Village Hall will need to be paid.

Report on Parish council
activities over previous year by Councillor Cheshire
Mast applications have dominated planning applications and we have managed to deflect all applications with objections.
Street Orderly
hired and doing a great job.
Parish Plan project led by Councillor Scott who has showed great commitment. Views from the village have been gathered. This feedback gives the direction of where the community wants to be in the future.
The Parish Clerk, owing to increased primary work pressures and travel commitments has resigned from her post.
Councillor Cheshire thanked the Councillors for their support over the previous 2 years.
PLANNING APPLICATIONS:- None
APPROVAL OF ACCOUNTS FOR YEAR END 31st MARCH 2005:- RESOLVED to approve accounts for year end 31st March 2005.
BEESTON AREA TRANSPORT NEEDS ASSESSMENT:-
Councillor Marshall reported that he attended the Local Transport Plan workshop at St Mary’s Hall together with City Cllr Haynes and George Bramhall on 6th April. They expressed their strong disappointment that Beeston Station was not mentioned in the proposals, and they were supported in this by the CPRE reps who were also in attendance, and by Angela Loftus of the City Planning Department. Cllr Marshall subsequently has subsequently written on behalf of the Transport Needs Assessment Group to the County to re-iterate this disappointment, and suggested that the new Transport plan includes the commissioning of a full consultant driven feasibility study into the Station project, involving all interested parties. Cllr Marshall also submitted that a study be conducted into the possibility of including the project in the Crewe and Chester Station project upgrades. The 3 MPs for the district acknowledged copies of these submissions (Christine Russell, Gwyneth Dunwoody, and Stephen O’Brien who gave his support) Cllr Marshall also reported that he had returned the document entitled ‘ Local Network Plan 2006-11’setting out our proposals. He further stated that County Cllr Needham has said he is confident that he can get our suggestion for a feasibility study through the full County Council appropriate Meeting.
PARISH PLAN:- Councillor Scott reported that the Parish Plan was at its last stage. Printed report will be launched at the village day event. Grant has been given of £1500 to assist with the implementation/ promotion of the Parish Action Plan.
CORRESPONDENCE:-
Double Taxation; this will be given further
thought about as to what the refund will be spent on, and any good ideas will
be highlighted during next meeting.

A49/Huxley lane for lorries has had some damage. Action Councillor Cheshire

Farrall reported BT and Manweb are sharing the same telegraph pole in Huxley
Lane she has written a letter and will report their response at the next
meeting.
PARISH COUNCILLOR VACANCY
A vote of
thanks was given to Councillor Marshall for all his contributions made as
Councillor for Tiverton and Tilstone Fearnall. It was agreed that the vacancies
for the Parish Clerk and Councillor would be advertised in the next
Newsletter. Additionally the Parish
Clerk position will be advertised in the Chronicle and buy and sell. Action
